What Happens to Applications?

Procedures for consideration of Submissions made to AIQEF for Financial Support

AIQEF

Submissions for financial support will be dealt with by the Education Foundation provided that:-

  • they are made in the form approved by the AIQEF, available for downloading on this website;
  • the project for consideration is substantially educational and clearly aimed at benefiting all people engaged in the extractives industry;
  • all relevant criteria essential for the success of the project’s outcome have been addressed, including budgets and revenues;
  • submissions have a full disclosure of all interested parties; and
  • the submission has been vetted, and recommended for support, by the IQA Products Committee acting on behalf of the Foundation.

A common thread for any project which forms the basis of a submission is that:-

  • it must be cost-effective with clearly identifiable learning objects/outcomes and may be for capital support (ie resource development) and/or operating  support (ie seminar/workshop fixed costs);
  • it must be capable of being completed in a timely fashion and not be open-ended;
  • it may be a joint venture with other individuals or organisations;
  • its outcomes are consistent with current national extractives industry training package goals;
  • it is broadly based, and provides a long-term benefit to the extractives industry; and
  • it must not bring the AIQEF into disrepute and must identify hazards and minimise risks associated with both development and delivery.

The AIQEF will deliberate on all submissions made to it by the IQA Products Committee, and in its sole discretion, determine the outcome of that deliberation (including requiring additional information to be sought by the Products Committee on its behalf).

The AIQEF will communicate its decision on any request to the submission’s proponent with a copy to the IQA Education Officer, Products Committee Chairman and IQA Financial Officer.  Each successful application will be allocated an approval number for use in all subsequent correspondence.

The AIQEF may cede its ownership (or part ownership) of a product to the IQA in which case the IQA shall be the sole arbiter of commercial delivery from that point onwards, provided however that the IQA maintain adequate records of the product benefits which the AIQEF may request from time to time.

Products Committee

The Products Committee of the IQA is the body that reviews submissions for funding on behalf of the AIQEF.

All submissions for funding will be considered by the IQA Products Committee at an appropriately convened meeting, during which the Products Committee:-

  • may make further enquiries and call for further information/clarification;
  • may request a ‘product plan’ be provided by the proponent of the submission; and
  • shall make recommendations in a timely fashion to the AIQEF including any suggestions for an open tender process.

[Note - the ‘product plan’ will normally only be required when the Products Committee needs to consider the overall business plan for a particular resource, and will not constitute part of the final recommendation to the AIQEF.  It will subsequently be used by the Products Committee to formulate marketing and publicity requirements.  In development of the ‘product plan’, it may be necessary for the Products Committee to consult other IQA committees.]

All requests for additional information shall be made by, and replies channelled through, the IQA Education Officer acting as secretary to the Products Committee.

Submissions from within the Products Committee require that the deliberations of the Committee shall be done so as to avoid any real or perceived conflict of interest (including but not limited to interested parties absenting themselves from the deliberation – other than to provide clarification).

[Note - many of the submissions will be generated from within the Products Committee, but the above should not be seen as an intention to stifle such activity, provide unrealistic expectations on the part of the proponent(s) or generate any commitment from the IQA (or indeed the AIQEF) until the matter is properly considered.]

IQA

Where the IQA has been granted intellectual property rights from the AIQEF, it may enter a joint ownership arrangement or allocate funds to best advantage.
 
The IQA will develop a register of ceded projects (through the Education Officer) and may licence individuals or organisations at any time, place or manner to deliver the product without necessarily utilising the developer of the product (though protocol demands that developer be given first right of refusal).

All educational courses/workshops/training delivered on behalf of the IQA must have been “vetted” by the Products Committee for quality of education content, delivery and for relevance to current technical applications.

All projects funded by the AIQEF must have a feedback facility provided where required by the IQA Education Officer.

The IQA may impose a disclaimer on any product, the general format of which is:-
